Closing the feedback loop between designed performance and lived experience — through occupant surveys and measured data — is one of the most underused tools in AEC, and running it across a large multi-phase scheme gives it genuine leverage because lessons can be applied while later phases are still under construction rather than after the entire scheme is handed over. The concept is well supported in the POE literature and in industry guidance from RIBA, UKGBC and the Better Buildings Partnership. The record is almost entirely high-level: no survey methodology, no response rates, no summary of what occupants reported, and no account of which design decisions changed between phases as a result of the feedback are provided. For a specifier, the value of this approach is real but only if the feedback mechanism is contractually mandated, properly resourced and genuinely acted upon — schemes that conduct surveys and file the results without changing anything are a documented failure mode, and the difference between a learning loop and a compliance exercise is whether the architect and client are empowered to modify the next phase in response.
