Ranking tenants against each other on energy performance — anonymously, in the manner of fitness tracking leaderboards — is an application of social comparison theory to building energy management, and there is reasonable evidence in the residential and commercial metering literature that comparative feedback outperforms absolute consumption feedback in driving behavioural change. This record carries only claimed evidence with no engagement or savings data attached. The value is that it addresses a gap that purely technical interventions miss: a tenant who knows their energy consumption figure but has no reference point for whether it is good or bad has limited motivation to act, while a tenant who knows they are in the bottom quartile of their peer group has a more concrete prompt. The risk worth naming is that the mechanism depends on sustained participation: anonymous benchmarking works when tenants trust the comparison is fair, and trust erodes quickly if occupancy patterns differ significantly between comparator units or if the anonymity guarantee is doubted. Multi-let buildings with very different occupier types — a data-intensive business alongside a light-use professional services firm — will produce comparisons that look unfair and reduce rather than increase engagement if the tenant population is not reasonably homogeneous.
