Cut energy demand first through fabric performance and passive design before adding systems.
Before adding systems or renewables, demand is cut by passive design and fabric performance (insulation, airtightness, glazing, form) and behaviour change, following a Passivhaus/PHPP discipline. Halving or more of energy demand at low cost makes the remaining systems smaller and the net-zero gap cheaper to close.
Fabric-first is the organising principle behind Passivhaus and the deeper end of Part L, not a single technology — it means cutting loads through insulation, airtightness, glazing selection and passive solar management before sizing active systems, so the systems you do install are smaller, cheaper to run and easier to decarbonise. The logic is compelling and the sequence matters: adding renewables to a leaky building is inefficient, but halving the demand first makes the remaining energy gap genuinely affordable to close. Evidence for the approach as a discipline is well-established at building scale, though this record carries no deployment data, and the challenge in practice is rarely the principle but the cost of achieving it — external wall insulation, window replacement and airtightness detailing on existing buildings are expensive, disruptive and constrained by heritage or leaseholder consent. For new build the barriers are lower, and Passivhaus certification provides a third-party route to verify performance rather than rely on as-designed models that routinely overstate fabric quality. The specifier's honest question is whether the client budget and programme will sustain the continuous quality oversight that fabric-first actually requires on site, because a thermal bridge or airtightness failure late in construction is expensive to remediate and difficult to detect after handover.
