Central heat pumps provide heating and cooling, with sized buffer tanks (a minimum tank volume set by the manufacturer) preventing short-cycling of the compressors and stabilising delivery temperatures. The buffer also lets pumps and plate exchangers be rationalised.

Centralised heat pumps serving both heating and cooling, protected against short-cycling by manufacturer-specified buffer tanks, is a well-proven configuration for commercial and campus buildings making the transition away from gas boilers and direct-expansion chillers. The physics of minimum run-time and compressor protection is established, and buffer sizing at concept stage — typically around two to five minutes of compressor run time per cycle — is calculable from load profiles. The honest difficulty is that heat-pump performance is highly sensitive to source and sink temperatures: a system modelled at a COP of 4.0 against a ground loop or lake source may deliver considerably less against a cooling tower or air source in peak summer, and the concept-stage design cannot yet lock those boundary conditions. Buffer tank sizing, particularly the minimum tank volume the manufacturer requires, sometimes drives plant room dimensions awkwardly once the full thermal range is modelled — worth pressure-testing the plant room footprint against the tank sizing before the structural grid is committed. The combination with lake-water or ground-source coupling, where available, is where this configuration's performance case is strongest.
