Sizing base-build risers, plant capacity and distribution headroom to absorb a future Cat A or Cat B tenant fit-out is standard good practice in speculative commercial development, and the logic is sound: riser cores that require enlargement after the frame is up are disproportionately expensive, and plant that must be replaced rather than extended within its design life represents stranded capital. The record carries only claimed evidence and no quantified cost or performance data, which means the benefit is asserted rather than demonstrated for this project. The practical challenge is calibrating how much headroom to buy — over-provision adds cost without a committed tenant to justify it, while under-provision replicates the problem it was meant to avoid. Design teams typically size to a benchmark density (people per square metre, watts per square metre) drawn from comparable buildings, and those benchmarks have grown significantly with high-density workplace and server-room demands over the last decade. Worth challenging the assumed demand figures explicitly rather than inheriting them from a previous job, and worth documenting the headroom assumptions so a future tenant's MEP consultant understands what was built in and what was not.
