Demand is first cut by fabric and controls (lean), then met efficiently by high-efficiency plant (clean), then balanced with renewables (green), applied in that order. Sequencing the moves means renewables size the residual demand rather than masking waste.

The lean-clean-green sequencing — reduce demand through fabric first, then serve that reduced demand efficiently, then apply renewables to the residual — is the dominant framework in UK and European low-energy building guidance and is explicitly recommended in CIBSE, BREEAM and the LETI Climate Emergency Design Guide. Its value is conceptual and sequencing discipline rather than technical novelty: it prevents the common project pattern where renewables are added late in design to offset a demand that better fabric specification could have shrunk for less cost. The record sits at claimed evidence with no project data, which is appropriate for a framework approach — the proof of value lies in whether the sequence was genuinely followed or used as a retrospective narrative over decisions already taken for other reasons. The risk in practice is the clean step: high-efficiency plant is often specified correctly in name but compromised in performance by poor controls integration, inadequate commissioning time, or a building energy management system that cannot exploit the theoretical efficiency. The hierarchy is most useful when it is applied as a checking tool at each design stage gate — fabric first at RIBA Stage 1, plant efficiency confirmed before Stage 3 closes, renewables sized to residual demand rather than target — rather than declared at the start and not revisited.
