Planning heat, power, water and waste as an integrated loop rather than four separate linear supply systems is the conceptual foundation of industrial ecology applied to buildings, and at campus or district scale the potential returns are genuine: recovered heat from data centres or commercial kitchens can serve residential hot water loads, treated greywater can supply cooling tower make-up, and waste streams can offset fuel demand. The record carries no provided evidence and sits at claimed — this is a planning framework applied at concept stage, and its value depends entirely on whether the integration decisions it enables survive the subsequent procurement, ownership and maintenance realities of the development. The documented failure mode of integrated utility schemes is fragmentation at delivery: different plots deliver at different times, single-purpose assets are later found to be incompatible with a shared network, or the operating entity capable of running the integrated system does not exist when the development completes. A meaningful commitment to circular utility planning requires that the integration logic be embedded in the development agreement and the infrastructure specification before plots are let, not described in a concept report and left to be resolved in detail design.
